Personnel Strategy
       Success of the small and medium-sized enterprise depends on many factors, and personnel strategy is one of the cores of an overall enterprise development. Insist on people-first principle and establish talent-attracting mechanism.
        For the fact that small and medium-sized enterprises have small scale and limited influence, and are always located in small and medium-sized cities, it is hard to a certain degree for these enterprises to attract talents. However, these enterprises enjoy flexible system and have a relatively obvious talent effect and a more sensitive response to external environmental changes, which the large-scale enterprises are inferior in.


        Following are the three principles of the establishment of human resources management system in the company:


        1、Foster a correct outlook on talents, and transform the simple technique-oriented view of talents into a multi-level, multifarious and comprehensive view of talents.Talents are of diversity: various talents are needed in different fields of enterprise operation. Apart from technique personnel, there is a demand for personnel of managing, marketing and public relations and so on. Actually, people who possess special skills or competence that enabling a better enterprise development are all talents of the company.
        Talents are multi-level: During enterprise operation, various kinds of talents are in the organizations of different levels. They can be high-level managers or front-line staff; they also can be the senior technical development specialists or well-skilled workers.

     We should overcome the disadvantages of narrow view of talents with an overall view of talents, and make a comprehensive analysis of the problems and opportunities that the company faced with in human resources. It is necessary to build a rounded personnel system and employ suitable talents appropriately.


        2、Create favorable conditions to attract talents
Make use of the flexible system of small and medium-sized enterprises, and fully use methods like payment, welfare, position and stock equity to attract talents, at the same time, we should build enterprise culture gradually and form enterprise cohesion.


        3、Select talents inflexibly, without restricted forms
        We should adopt multi-modal personnel selection methods. Such as external recruitment, internal selection, Cooperating with scientific research Institute, “borrowing wisdom” from them, temporary hire (etc). Great emphasis should be put on straight communication between the enterprise and the personnel, in order to deepen mutual understanding of the both sides. Personnel strategy should be made according to the facts of external and internal environment as well as particular circumstances, meanwhile, the strategy should be improved constantly in practice.
